In Chapter 21, The Core team thinks up of a new name for their underground paper. They decide to call it The Peel. Zack gives them ideas on where to distribute the paper without getting caught. He came up with the farmers market, friendly small businesses, and the high school. On November 15, The Peel came out with their first menu-sized newspaper. Six high school students, sworn to secrecy, distributed them on Monday morning.
Banesville was buzzing about the new paper. Baker comes back to critique the paper. He tells Hildy that the paper sounds tired. She is offended by this and says that she is tired.
A man by the name of Chad Pritt and a woman come by Crescent's convenience store. They are observing the Ludlow house. They are part of a ghost cable show. They want to move the Ludlow place to be an entrance to a park. No one's fond of the idea. Juan-Carlos, a farmhand on Hildy's farm, informs her that Pen Piedmont is paying people to put the scary signs up on the Ludlow house. She calls Baker and informs him of her findings. He tells her to run a story on Pen and Martin Midian. The paper got, both, positive and negative emails about the story. Elizabeth is shaken up by the threatening emails, but she continues to help with the paper.
That night at 9p.m. there is a fire by Minska's cafe in a trash receptacle. Zack tried to extinguish it, but they had to call the fire department who put it out. They receive an email that warns them that if they don't stop what they're doing, the fire will come closer. Baker sends an email back that informs the sender that they have contacted the sheriff and forwarded the email to him.
Hildy tells her mother about the paper which she says that she's known about it, that she's known Hildy too long.
The sheriff comes by to one of The Peel's meetings, and he tells them that they will be backed and protected by the police department.
A concerned citizen contacts Hildy with a letter in a pink envelope that directs Hildy to put a white towel on her porch railing to let them know that she wants to talk to them at 5p.m. After contacting the sheriff about it, he tells her to go along with it. The only car that comes by is Zack's. He tells Hildy his real feelings for her...
